Application process for foreign nationals
Foreign nationals can obtain higher education in Russia:
1. At the expense of budgetary allocations in accordance with international treaties of the Russian Federation and federal laws.
The following persons may apply for free budget-funded places within the general competition: citizens of Belarus, Kazakhstan, Kyrgyzstan and Tajikistan residing abroad (1996 Agreement). Citizens of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Uzbekistan and Georgia, who have a residence permit in the Russian Federation (1994, 1996 Agreements), compatriots and their descendants, are also accepted within the general competition for free budget-funded places. (Federal Law No. 99 of May 24, 1999). In this case, a foreign applicant goes through a competitive selection process together with applicants from Russia: takes the Unified State Exam (if available) or inner entrance exams conducted by Amur State Medical Academy in the form of a test (Russian language, chemistry, biology).
2. In accordance with the education quota for foreign nationals established by the Government of the Russian Federation (to apply within the quota, you must register at the EDUCATION-IN-RUSSIA.COM portal (https://education-in-russia.com/) and submit an application, indicating Amur State Medical Academy as the university you wish to attend). The selection of foreign citizens within the quota is carried out by the Ministry of Education and Science of Russia jointly with educational organizations based on the documents submitted by foreign citizens.
3. At the expense of individuals or legal entities in accordance with agreements on the provision of paid educational services.
To do this, students must take the Unified State Exam (USE) (if available) or entrance examinations: tests conducted independently by the Amur State Medical Academy (Russian language, chemistry, and biology). The Academy independently allocates a number of places to apply for specialist programs under contracts for the provision of paid educational services for admission based on the results of the entrance examinations established for foreign citizens, and holds a separate competition for these places. Foreign citizens who graduated from school abroad, if they do not have USE results, are admitted to the program based on the results of entrance examinations conducted independently by the university for certain categories of applicants (this does not apply to quota applicants).
Documents required for admission:
1. Completed application (university form);
2. A document of identification for personality and citizenship (passport), with a translation conducted officially by a Russia-residing translator and certified by a Russia-residing notary;
3. Copies of all pages of the passport that the foreign national plans to use when entering the Russian Federation;
4. Migration card issued upon entry into the Russian Federation / visa. Purpose of entry must be filled as: EDUCATION;

Typically, foreign educational documents undergo three standard procedures:
legalization is the procedure of giving a diploma/certificate legal force in the territory of another state;
A translation of your diploma and diploma supplement, listing all subjects, hours, and grades.
Please note! A diploma/certificate is invalid without the official transcript, just as the official transcript is invalid without the diploma/certificate. The translation of your educational document must be certified by a Russia-residing notary.
recognition – official confirmation of the education level and (or) qualifications obtained in a foreign state, with the granting of academic, professional and (or) other rights to their holder.
Legalization of educational documents is not required if there are treaties between countries that abolish the necessity of the legalization.
