A reminder for foreign students on migration registration
Foreign nationals and apatrides must strictly adhere to the laws of the Russian Federation. The legal status of foreign citizens in the Russian Federation is determined by the following regulatory legal acts:
— Federal Law of 18.07.2006 N 109-FZ “On migration registration of foreign nationals and apatrides in the Russian Federation”;
— Federal Law of July 25, 2002 N 115-FZ “On the legal status of foreign nationals in the Russian Federation”;
— Federal Law of 15.08.1996 N 114-FZ "On the procedure for leaving the Russian Federation and entering the Russian Federation."
— Resolution of the Government of the Russian Federation of 09.06.2003 No. 335 “On approval of the Regulation on establishing the form of visas, the procedure and conditions for their registration and issuance, extension of its validity, restoration in case of loss, as well as the procedure for visa cancellation” and others.

Invitation
Initially, foreign nationals that require to obtain a visa to stay in the Russian Federation must obtain an invitation letter from the Academy, issued in advance (approximately 1.5 to 2 months before entering the Russian Federation).
After this the foreign national is to apply for a single-entry visa at the Embassy or Consulate of Russia in their home country. Foreign nationals are accepted for entrance examinations and further studies only with a visa issued at the invitation of the Academy.
Subsequently, upon arrival at the Academy, the visa must be extended with the help of the International department of the Amur State Medical Academy.
A multiple-entry visa is issued for one year, during which the student may stay in Russia.
Before this period expires, the visa must be renewed for another year, and so on until the end of their studies.
In the sixth year, the visa is extended until the end of the study contract.
If a student intends to pursue residency at the Academy after the sixth year, they must notify the International Department in advance.
Migration card
Every foreign national and apatride entering the Russian Federation is required to obtain and fill in a migration card. The migration card is filled in personally by the foreign citizen; the purpose of entry for international students is always marked as "EDUCATION "
Migration registration
Please note that upon arrival in the Russian Federation, international students are required to register at their place of residence within 7 days of arrival. For citizens of Belarus, this period is 90 days, for citizens of Kazakhstan and Kyrgyzstan – 30 days, for citizens of Tajikistan – 14 days, and for citizens of Uzbekistan – 15 days.
Upon entering the territory of the Russian Federation, a foreign student/applicant must undergo migration registration at the place of stay!
Within 1 calendar day of arrival in Blagoveshchensk, you must provide the following documents to the Academy's International Department:
- passport (must be valid for at least 18 months);
- visa (if required to stay in Russia);
- migration card (purpose of entry “EDUCATION”);
- contract for Amur State Medical Academy’s dormitory accommodation;
- a registration slip from the place of residence (if a foreign student does not reside in the Academy dormitory, the student must undergo the migration registration independently, the copy of the registration for migration purposes must be provided to the International Department);
- the copy of the Enrollment Contract (if studying at the paid basis).
- for applicants under 18 years of age – parental consent for travel, certified by a Russia-residing notary (such applicants are only accepted if they do not require a visa to study in Russia).
Applicants and first-year students crossing the border visa-free are initially registered for 90 days (the validity period of their migration card). This registration period is then extended after signing the enrollment contract.
30 calendar days before the expiration of your existing registration, provide the following documents to the International Department:
- copy of passport front page as well as all filled pages;
- a copy of the migration card;
- copy of the enrollment contract.
Within 7 business days of submitting documents for migration registration, the foreign student must receive the registration slip from the International Department.
Visa application
45 calendar days before the expiration of your existing study visa, you must provide the following documents to the International Department:
- copy of passport front page as well as all filled pages;
- a copy of the migration card;
- a copy of the migration registration slip;
- a copy of the enrollment contract;
- a copy of the fingerprint card;
- a copy of the certificate of passing the medical examination;
- A 3.5x4.5 cm photograph;
- a filled visa application form, signed personally;
- a document to provide the power of attorney for the International Department specialist to authorize them for work with your documents.
During the visa renewal period, it is prohibited to travel outside the city of Blagoveshchensk.
Health insurance
According to Federal Law No. 115-FZ of July 25, 2002, "On the Legal Status of Foreign Nationals in the Russian Federation," foreign nationals arriving in the Russian Federation must have a valid medical insurance policy (policy) in the Russian Federation. A medical insurance policy, valid throughout the Russian Federation, including Blagoveshchensk, must be obtained by the international student independently from the medical company with which the Academy has a contract. Currently, this is VSK, located at 5 Uralova Pereulok, tel. 22-41-50. The cost of the medical insurance policy is not included in the tuition fee and is paid by the international student.
Obtaining a medical insurance policy is mandatory for the entire period of an international student's studies at the Academy. Failure to obtain an insurance policy constitutes an administrative violation under Russian immigration law and is subject to penalties.
Fingerprinting
According to Federal Law No. 274-FZ of July 1, 2021, "On Amendments to the Federal Law 'On the Legal Status of Foreign Nationals in the Russian Federation' and the Federal Law 'On State Fingerprint Registration in the Russian Federation,'" all foreign nationals (except for citizens of the Republic of Belarus) entering the Russian Federation are required to undergo fingerprint registration, photographing, and a medical examination. (A medical examination includes medical examinations and checkups by specialist physicians: psychiatrist, narcologist, dermatovenerologist, infectious disease specialist, and phthisiologist.) This procedure is subject to a fee.
Additional information
According to Federal Law 115 "On the Legal Status of Foreign Nationals in the Russian Federation": changes to the terms of the study contract or changes in life circumstances (change of dormitory room, inpatient treatment at a medical facility, hotel accommodation, changing of the passport, telephone number change, marriage registration, name change, departure outside the Academy or Blagoveshchensk), etc. must be reported to the Academy's International Department within 1 calendar day from the moment of the change.
If any changes occur to the personal data of an international student studying at Amur State Medical Academy: the type and details of their identity document; a document confirming their right to reside in the Russian Federation; last name, first name, and patronymic; citizenship (nationality); receipt of a temporary residence permit, temporary residence for educational purposes permit, or permanent residence permit, the international student MUST notify the International Department at Amur State Medical Academy of these changes within one business day.
If an international student obtains the citizenship of Russia, they MUST contact the Academy's International Department, provide the original and a copy of their Russian passport with their residence permit, notify the Academic Office, and submit an application to change their citizenship. Young men MUST apply to Gorky Street 95, Administrative and Business Building, Office 9, to register for military service.
If a foreign citizen's passport expires, they must renew it at least 6 months before its expiration date, or obtain a new one by contacting the Consular Division of their country's Embassy.
Departure from the Russian Federation
When an international student leaves a dormitory within or outside of Blagoveshchensk, including outside the Russian Federation, they must notify the International Department in advance. When traveling outside their registered address within the Russian Federation, international students must register at their new address. Upon returning to Blagoveshchensk, students residing at the university's registered address (the dormitory of Amur State Medical Academy) must contact the International Department at Amur State Medical Academy within one calendar day and complete the migration registration process. It is required to undergo the migration registration each time an international student travels outside of Blagoveshchensk.
AN IMPORTANT REMINDER!
1. Upon completion or premature termination of studies at the Amur State Medical Academy, as well as in the event of untimely submission of documents required for extending the period of temporary stay to the Academy's International Department, the foreign student MUST leave the territory of the Russian Federation in accordance with the terms of migration laws.
2. If you do not reside in a dormitory of the Amur State Medical Academy, you are required to regularly provide information about your place of residence to the International Department of the Amur State Medical Academy.

Frequently Asked Questions
If you are an international student at the Academy, how can you register with the migration authorities if you live in the Academy dormitory?
Migration registration is handled by the International Department of the Amur State Medical Academy (office 215, tel. 89098137661). You must submit your documents to the following address: 95 Gorky Street, office 215.
What documents must a student bring to undergo migration registration?
- a copy of the passport front page as well as all filled pages (stamps, marks, visas);
- the original migration card and its copy;
- registration slip (if any).
When should a student submit documents for migration registration?
The day after crossing the Russian border and checking into the dorm. If you were traveling, please provide the original ticket (train or air).
How do I undergo the migration registration if I don't live in a dormitory (apartment, room)?
Registration is processed by the property owner upon request from the Academy. Effective July 8, 2018, the procedure for registering and renewing migration registration for foreign citizensnationals and apatrides has changed, in connection with amendments to the Federal Law "On Migration Registration of Foreign Nationals and Apatrides in the Russian Federation" and in accordance with Decree of the President of the Russian Federation No. 163-FZ of June 27, 2018. According to the Decree, registration or renewal of migration registration must be completed at the territorial office of the Ministry of Internal Affairs of the Russian Federation at the person's actual place of residence.
Do you need a study visa if you are a citizen of Kazakhstan?
Citizens of Uzbekistan, Moldova, Tajikistan, Armenia, South Ossetia, Kyrgyzstan, Kazakhstan, Belarus, Azerbaijan, and Abkhazia do not need a study visa.
If you need a visa to enter, what should you do?
An invitation letter is required for initial entry into Russia. The Academy submits documents to the Ministry of Internal Affairs to obtain an invitation letter for a single-entry student visa valid for 90 days. The invitation process should begin 45 days before arrival in Russia. Please note that invitations are processed within 20 business days. To apply for an invitation, foreign citizens must send a completed application form and a copy of their passport (a scanned copy of the passport (photo page), a notarized translation of the passport, or a 3x4 cm photograph) to inter@amursma.su.

What are the requirements for the passport?
Your passport must be valid for at least 1.5 years before your current passport expires. At least two blank pages are required. After receiving your new visa, you must obtain a new registration slip with place of residence listed. If you live in a dormitory, you should contact the International Department of the Amur State Medical Academy of the Russian Ministry of Health. If you reside outside the Academy’s dormitory, you should contact the landlord of the place you reside in.
